December BAC Facilities (BAC-FAC) Committee

Mark your calendars for the December BAC Facilities (BAC-FAC) Committee meeting Monday, December 14 starting at 6PM.  

The meeting will be held at Union Social, 100 Florida Avenue, NE., located across from the NOMA - Gallaudet Metrorail station on the red line. The closest bikeshare stations are along M Street NE at Delaware Avenue or 1st Street.

The BAC-FAC agenda for this meeting includes:

1) Discussion of initial installation of temporary vs permanent bicycle facilities per the November BAC minutes.

2) DDOT plans for 2016 lane striping and other bike facilities

3) Suggestions for rides for 2016

4) Other topics

Committee on Transportation and the Environment Hearing on Bicycle-related Bills - December 8

On Tuesday, December 8, 2015, the Committee on Transportation and the Environment will hold a Public Hearing on several bills related to bicycling. The hearing will begin at 11:00 a.m., Room 500 (fifth floor) of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

Based on feedback from our general and committee meetings, BAC members will offer testimony. They will discuss two of four bills under consideration at this hearing, listed below:
  • B21-0335 - Bicycle and Pedestrian Safety Act of 2015 - This bill makes changes to District law regarding motor vehicles, bicycles, and pedestrians. It requires the District Department of Transportation (DDOT) to publish certain statistical and geographical data on its website, establishes a safety program called the Bicycle and Pedestrian Priority Area Program, orders DDOT to adopt an inclusive policy for accommodating all users of the District's roadways, and amends existing public safety laws by creating new motor vehicle, pedestrian, and bicycle regulations. 
  • B21-0383 - Vision Zero Act of 2015 - This bill, prepared by an interagency task force, organizations and the public, will help ensure greater safety for people walking, biking and driving across the District.
BAC encourages you to attend the hearing or testify, which will be made a part of the official hearing record. Persons representing organizations will have five minutes to present their testimony. Individuals will have three minutes to present their testimony. Committee on Transportation and the Environment Hearing on Transportation Reorganization Amendment Act of 2015

On Friday, December 4, 2015, the Committee on Transportation and the Environment will hold a Public hearing on the proposed Transportation Reorganization Amendment Act of 2015 (B21-313). The hearing will begin at 11:00 a.m., Room 412 (4th floor) of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW.

According to the legislative summary, the bill reorganizes and establishes several offices and divisions within the District Department of Transportation (DDOT) and sets operational, reporting and other requirements on the agency and other District agencies. While the bill is comprehensive, it does contain several components related to bicycling in the District. A copy of the legislation with bicycle-related items highlighted is listed at the bottom of this page.

The public may testify or to submit written testimony, which will be made a part of the official hearing record.       Legislative Committee Meeting - October 14

      The next Legislative Committee is scheduled for 6:30pm, October 14th at Teaism in Penn Quarter (400 8th Street NW) . We'll meet downstairs.

      There are two items to discuss:
      1. Council Member Cheh's Ominbus "Bicycle and Pedestrian Safety Act of 2015". The comprehensive bill would require that the District provide more bicycle / pedestrian crash data, create a program that makes bicycling safer in high use areas, among other actions.

      2. Mayor Bowser's "Vision Zero Act of 2015". Vision Zero is a District-wide effort to eliminate transportation-related fatalities by 2024 through the effective use of data, education, enforcement, and engineering.
      This is a lot, as both laws have many moving parts, but if you have items you'd like to add, please let the us know in the comments section below.

      Facilities Committee Rolling Meeting - August 13th


      UPDATE: New date and ride location

      Join the Facilities Committee for a rolling meeting to explore Brookland, Eckington and the Metropolitan Branch Trail. We will meet at the Brookland Metro Station (east side) and ride from there to explore the Brookland-Eckington Livability Study.

      Upcoming BAC Safety and Education Committee Meeting - June 30th

      The BAC Safety and Education Committee will be meeting on Tuesday, June 30th6-7:30pm on the patio of Bus Boys and Poets at 5th & K Street NW. We’ll be discussing the state of bicycle education in DC, what the city’s bicycle education goals should be that we can advise the city to embrace.

      Daniel Hoagland, WABA’s education director, will be joining us and an invitation has been sent to the DDOT Bicycle Program staff.

      Legislative Committee Meeting


      UPDATE: Due to the ongoing Bicycle and Pedestrian Working Group meetings, this month's Legislative Meeting has been cancelled. An update of the Working Group will be given at the July 1st General BAC meeting.

      Join us for the June legislative committee meeting. If the good weather continues, we'll convene at Busboys and Poets (5th and K NW location) at 6:30 pm on June 17th. Rain location is Teaism (400 8th St NW). Agenda items will cover:

      Facilities Committee Rolling Meeting - Monday, April 27th

      Join us for the first rolling meeting of the year - a tour of Van Ness to inform the DC Office of Planning's vision framework for the neighborhood. We will focus on east/west connectivity, access to Rock Creek Park and the lack of good options north/south beyond Connecticut Avenue.

      We will meet at the Van Ness Metro stop at 6:30pm - it will be a slow paced ride. Please bring lights as we expect to be riding during dusk though we will be done before its completely dark. As always, members of the public are encouraged to come - look for the bright orange touring bike.

      Bike Route Signage

      There are a number of bike route signs indicating bike friendly routes around the city. So far, the signed routes have focused on long routes and connecting neighborhoods. The BAC would like your suggestions on potential smaller bike routes to suggest. Where do you get confused? Are there routes through geographic obstacles that are not intuitive? Small blips in the street network that leave you entirely perplexed? We'd love to hear your thoughts!

      Legislative Committee Meeting - April 8th

      Join us for a Legislative Committee meeting this Wednesday, April 8th, at 7pm. The meeting will focus on: 
      • Legislation to amend DC code to clarify BAC term limits and appointment issues. 
      • The joint statement of principles on sidewalk cycling proposed by BAC-PAC joint committee 
      • Bicycle and Pedestrian Working Group ideas and discussion 
      Provided the spring weather holds, we will be meeting at Busboys and Poets (1025 5th St NW). In the event of rain or miserable cold, the meeting will convene at Teaism in Penn Quarter (400 8th St NW). Look for the friendly folks with a pile of helmets near us.       BAC-PAC-DDOT FY 2014-2015 Performance Oversight Hearing

      The Fiscal Year 2014-2015 Performance Oversight Hearings schedule has been released and the Committee on Transportation and the Environment, chaired by Council member Mary M. Cheh (Ward 3), has placed the D.C. Bicycle Advisory Council on the docket. This hearing gives residents an opportunity testify about bicycling in the District.

      The hearing is tentatively scheduled to begin 11:00am on Friday, March 6, 2014 in Room 412 in the John A. Wilson Building, 1350 Pennsylvania Avenue, NW. Also scheduled are the Pedestrian Advisory Council and the District Department of Transportation (DDOT).

      The purpose of the Performance Oversight Hearings are to allow the Council to ask questions regarding the current operations of District agencies, committees, and other government organizations. The Council looks at current fiscal year operations, which began October 1, 2014, as well as operations during the previous year.

      Safety, Education and Enforcement Committee Meeting

      Join us this Thursday, February 26th for a meeting with MPD. The prime focus of the conversation will be a briefing by Sgt. Terry Thorne on February 26th on officer training and public education efforts by MPD.

      Bikeways Planned for 2015 by DDOT

      DC has set ambitious goals for expanding bike infrastructure. The Sustainable DC plan includes meeting the goal of 25% biking and walking by 2032. The MoveDC plan has set out a plan for a connected network of bicycle infrastructure for the whole city - including cycletracks and bike lanes

      In the short term, the 2-year MoveDC implementation plan has set out a goal of installing 15 miles total of bike lanes in 2015 and 2016. Last year, just over 9 miles of bike lanes were installed. 

      This document represents a kind of work plan of bike lanes that DDOT staff are currently planning to work on towards fulfilling the 2-year implementation plan. Lanes are included here based on a combination of priority and feasibility.
