Highlights of BAC summer accomplishments: The Facilities Committee surveyed Pennsylvania Avenue SE around the Potomac Avenue Metro on Aug. 6. The Legislative and Safety, Education, and Enforcement Committees held August sit-down meetings to prepare for upcoming public hearings. A new member took office in the Ward 3 seat. BAC member Gregg Adams led the Sept. 20 ride, whose participants included a Greater Greater Washington editor who reported on the “harsh realities for people bicycling.” The BAC Facilities Committee rode in the area in June and reported its findings in the meeting minutes. Joined by two DDOT planners, the Facilities Committee discussed areas for upcoming rides. The Legislative Committee also met and identified a timely measure to raise for a BAC vote in March. Highlights of BAC accomplishments in February: The three BAC committees met in February. The Facilities Committee took a first look at DDOT ’ s 2018 work plan for bike lanes. The committee will brief the full BAC at this month ’ s meeting. The Facilities Committee at work  Chair David Cranor testified at the BAC ’ s performance oversight hearing, which the Committee on Transportation and the Environment held on Feb. 27. BAC-PAC-DDOT FY 2015-2016 Performance Oversight Hearing

The Bicycle Advisory Council, as well as the Pedestrian Advisory Council and the District Department of Transportation (DDOT) will provide testimony before the Committee on Transportation and the Environment, chaired by Council member Mary M. Cheh (Ward 3). The hearing is tentatively scheduled for Monday, February 29, 2016, in Room 412 of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW at 11:00 am. The purpose of the Performance Oversight Hearings is to allow the Council to ask questions regarding the current operations of District agencies, committees, and other government organizations. The Council looks at current fiscal year operations, which began October 1, 2015, as well as operations during the previous year. Committee on Transportation and the Environment Hearing on Bicycle-related Bills - December 8

On Tuesday, December 8, 2015 , the Committee on Transportation and the Environment will hold a Public Hearing on several bills related to bicycling. The hearing will begin at 11:00 a.m., Room 500 (fifth floor) of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW. Based on feedback from our general and committee meetings, BAC members will offer testimony. They will discuss two of four bills under consideration at this hearing, listed below: B21-0335  -  Bicycle and Pedestrian Safety Act of 2015 - This bill makes changes to District law regarding motor vehicles, bicycles, and pedestrians. It requires the District Department of Transportation (DDOT) to publish certain statistical and geographical data on its website, establishes a safety program called the Bicycle and Pedestrian Priority Area Program, orders DDOT to adopt an inclusive policy for accommodating all users of the District's roadways, and amends existing public safety laws by creating new motor veh...

Committee on Transportation and the Environment Hearing on Transportation Reorganization Amendment Act of 2015

On Friday, December 4, 2015 , the Committee on Transportation and the Environment will hold a Public hearing on the proposed Transportation Reorganization Amendment Act of 2015 ( B21-313 ). The hearing will begin at 11:00 a.m., Room 412 (4th floor) of the John A. Wilson Building, 1350 Pennsylvania Avenue, NW. According to the legislative summary, the bill reorganizes and establishes several offices and divisions within the District Department of Transportation (DDOT) and sets operational, reporting and other requirements on the agency and other District agencies. While the bill is comprehensive, it does contain several components related to bicycling in the District. A copy of the legislation with bicycle-related items highlighted is listed at the bottom of this page. Cheh (Ward 3), has placed the D.C. Bicycle Advisory Council on the docket. This hearing gives residents an opportunity testify about bicycling in the District. The hearing is tentatively scheduled to begin 11:00am on Friday, March 6, 2014 in Room 412 in the John A. Wilson Building, 1350 Pennsylvania Avenue, NW. Also scheduled are the Pedestrian Advisory Council and the District Department of Transportation (DDOT). The purpose of the Performance Oversight Hearings are to allow the Council to ask questions regarding the current operations of District agencies, committees, and other government organizations. Hearing on the “Bicycle and Motor Vehicle Collision Recovery Amendment Act of 2014”

Monday, September 29, 2014, Councilmember Tommy Wells, Chairperson of the Committee on the Judiciary and Public Safety, will hold a hearing on the "Bicycle and Motor Vehicle Collision Recovery Amendment Act of 2014" ( View Legislation ).  The hearing will be held at 12:30 pm, the John A. Wilson Building, Room 500, 1350 Pennsylvania Avenue, NW, Washington, DC 20004 This proposed legislation, co-sponsored by Council members Cheh, Grosso, and Wells, would adopt a comparative negligence standard for damages recovery in bicycle and motor vehicles collisions. Comparative negligence is a rule of law applied in accident cases to determine responsibility and damages based on the negligence of every party directly involved in a crash. Section 2 of the "Access to Justice for Bicyclists Act of 2012" would be amended to include the following: "Any individual who, while riding a bicycle, is involved in a collision with a motor vehicle, shall have the total damages re...

FY 2015 Council Budget Oversight Hearing for DDOT - April 29

The Fiscal Year (FY) 2015 Mayor’s Proposed budget was released April 3, 2014. It sets the Mayor’s priorities for the coming year and is the first step in the budget process. The next step in the process is the review of the budget by the Council of the District of Columbia. Council has begun its process by asking District agencies to provide details on their budgets and may recommend changes.  As port of its information gathering efforts, the Council Committee on Transportation and the Environment will hold its hearing on the District Department of Transportation (DDOT) Tuesday, April 29, 2014 beginning at 11am in the Council Chamber of the John A. DDOT-BAC-PAC FY 2013 Oversight Hearing

The Committee on Transportation and the Environment held its 2013 oversight hearing for the District Department of Transportation (DDOT), the Bicycle Advisory Council and the Pedestrian Advisory Council. The hearing was held on March 21, rescheduled from the original March 3 and subsequent March 17 dates. As stated in a prior post , the hearing allowed the public to voice its concerns about the state of the District's transportation infrastructure to include the allocation of Metrobus and Metrorail services, automobiles, the DC Circulator, Bike/Ped concerns, as well as other District transportation issues. The hearing also allows DDOT to answer questions directly and provide information to the public regarding how it plans to maintain and expand transportation alternatives for District residents and visitors. BAC Bimonthly General Meeting - March 5, 2014 (NEW LOCATION)

Dupont Circle via DCBAC The next bimonthly BAC meeting is Wednesday, March 5, 2014 beginning at 6pm. The meeting will be at a new location , the West End Library , 1101 24th Street NW. We will meet in the library's Small Conference Room. We plan to discuss bike-related topics including the status of bicycle facilities completed or planned by District Department of Transportation, BAC committee reports as well as BAC plans for 2014. Bicycle parking is but limited, please remember to bring your bike lock. The nearest Capital Bikeshare station is at 25th and Pennsylvania Avenue NW and the closest Metrorail station is Foggy Bottom-GWU . As always, BAC meetings are open to the public and we encourage the sharing of your thoughts and questions. DCBAC Performance Oversight Hearing

The yearly Performance Oversight hearings held by the Council of the District of Columbia allow Council members and the public to discuss how are well or poorly agencies are delivering services. Monday, March 3, Ellen Jones , Chair of the D.C. Bicycle Advisory Council, provided testimony on behalf of the BAC before the Committee on Transportation and the Environment and its Chair, Mary M. Cheh . Also present at this hearing were the Pedestrian Advisory Council and the District Department of Transportation (DDOT). The hearing allowed BAC to discuss the current status of bicycling in the District as well as plans for the coming year.  Generally, while the District Government and the DDOT have made bicycling improvements over the past few years, the implementation of certain projects is very slow (Metropolitan Branch Trail, Anacostia Trail, Bike Lanes, etc.).  Also, the maintenance and removal of debris on trails, overpasses and bike lanes has been fair or poor.  Las...

BAC Testimony at MPD Performance Oversight Hearing

The yearly Performance Oversight hearings held by the Council of the District of Columbia allow Council members and the public to discuss how are well or poorly agencies are delivering their services. Wednesday, February 27, the D.C. Bicycle Advisory Council participated in the Metropolitan Police Department's (MPD) hearing. Specifically, BAC discussed the impact of the Office of Police Complaints 2011 report, Improving the Safety of Bicyclists and Enhancing their Interactions with Metropolitan Police Department Officers , which recommended that the MPD work more closely with the District's bicycling community.  Since the issuance of this report, MPD participated with BAC and other organizations to ensure that MPD officers are properly enforcing the District's laws as they pertain to bicycles.
