Highlights of BAC accomplishments in October: The BAC sat down to work first thing into the month. The Safety, Education and Enforcement and Legislative Committees held a joint meeting on Oct. 2 to develop testimony about the Vision Zero Enhancement Omnibus Amendment Act of 2019. Chair Rachel Maisler, Secretary-Treasurer Jeff Johnson, and immediate past chair David Cranor testified at the bill’s Oct. 24 hearing. Official written testimony will be transmitted in early November and posted under separate cover. Highlights of BAC summer accomplishments: The Facilities Committee surveyed Pennsylvania Avenue SE around the Potomac Avenue Metro on Aug. 6. The Legislative and Safety, Education, and Enforcement Committees held August sit-down meetings to prepare for upcoming public hearings. A new member took office in the Ward 3 seat. Highlights of BAC accomplishments in May: The BAC held its bimonthly meeting on May 1. The guest speakers were representatives of the Alexandria Bicycle and Pedestrian Advisory Committee and the Arlington Bicycle Advisory Committee. At the meeting, the BAC voted to partner with its Northern Virginia counterparts to hold a regional bicycling summit on June 9. See below for more information about the free event. Highlights of BAC accomplishments in August: Committees held their bimonthly meetings to prepare for projects from September through year’s end. The Safety Committee meeting included family members of cyclist Malik Habib, killed while bicycling in July The Legislative Committee met to discuss its agenda for the remainder of 2018 Both committees prepared for a Vision Zero public roundtable the D.C. Council is holding in late September. Taking place on Sept. 27, the roundtable is a joint initiative of the Committee on Transportation and the Environment and the Committee on the Judiciary and Public Safety. It will be held at the John A. Wilson Building at 1:30 p.m. The BAC will circulate the public notice and additional details as they are released. Ward 4 member Rachel Maisler spearheaded memorial rides in honor of the two cyclists killed in late June and early July. Highlights of BAC accomplishments in December: BAC members attended a Dec. 13 Major Crash Review Task Force meeting with the Metropolitan Police Department, DDOT and other stakeholders. The district’s Vision Zero program and the Bicycle and Pedestrian Safety Amendment Act of 2016 call for the creation of this task force. Its purpose is to study major crashes and identify preventative measures and infrastructure changes that could be implemented. Committees held virtual or in-person meetings to formulate their 2018 agendas. New members have joined the committees, bringing new perspectives and ideas to the table. This month: January activities The BAC holds its bimonthly meeting on Jan. 10 at 6 p.m. at 441 4th St NW. The agenda will be posted under separate cover.

Highlights of BAC accomplishments in July: At its July 12 meeting, the BAC hosted a discussion with DDOT Deputy Director Jeff Marootian, who will assume the role of interim DDOT director in mid August. The productive discussion fulfills DDOT's mandate to meet every six months with the BAC, per the Transportation Reorganization Amendment Act of 2015. BAC meeting with DDOT leaders, at center right. BAC members also attended meetings about the Martin Luther King, Jr. Avenue SE revitalization project in Congress Heights and the Downtown West Transportation Planning Study in Ward 2, among other meetings. Highlights of BAC accomplishments in June: BAC members joined DDOT staff and other stakeholders to survey high-crash intersections in June. At six sites over four days, public officials and community leaders gathered to observe the infrastructure and multimodal traffic flow and make recommendations to improve safety. The intersections were Massachusetts and Observatory NW, Connecticut and R NW, Martin Luther King, Jr. and Good Hope SE, Southern and Wheeler SE, 9th and U NW, and 3rd and D NW. Highlights of BAC accomplishments in March: The BAC held its bimonthly meeting on March 1. In addition to routine business, members heard an  Office of Planning presentation about the current Comprehensive Plan amendment process. BAC chair David Cranor testified at the annual performance oversight hearing on March 13. Cranor's testimony discussed BAC achievements and challenges in fiscal year 2016. The BAC also testified at the Metropolitan Police Department oversight hearing. Bicycle Advisory Council chair David Cranor today issued the following statement in response to the D.C. Council vote in support of contributory negligence reform. The legislation, the Motor Vehicle Collision Recovery Act of 2016, will be enacted pending a second affirmative Council vote, anticipated in the fall. The act would permit bicyclists and pedestrians to receive compensation from a driver's insurance as long as the non-motorized party is less than 50 percent at fault. Under current law, a bicyclist or pedestrian deemed 1 percent at fault is ineligible for any compensation. This contributory negligence policy would be replaced by a form of comparative negligence. The consequences of a crash between a cyclist and driver are often unevenly distributed, with the cyclist generally bearing the greater burden.
